The marginalized in the city – concern about the beggar gang

The rogue type: of course, it is not those who forcefully hold the feet of the flower sellers. In the crowded markets, you can see some children from time to time, chasing people with a bunch of roses in their hands. This is especially true on holidays, and more recklessly.

It is such a group of people, known by sociologists as one of the most marginalized groups. They are homeless, hiding in the subway and stinging and pungent, pedestrians see them, lamenting their misfortune less, angry at their indisputable more.

With China’s transition to a market economy and the rapid expansion of social wealth, the emergence of large numbers of beggars is a byproduct of this trend; at the same time, the increase in the number of beggars is also an unexpected result of the improvement in China’s human rights situation over the last year.

At present, our beggars have a great tendency to organize, that is, many begging behavior is no longer individual behavior. Under the control of some beggar leaders, many minors are used by the organization, as the subject of forced demand, delineated groups, breaking through the constitutional authority given to beggars, posing a threat to order and security.

In the case of Gong Xuanxuan, reported by the Information Times on January 6, the 12-year-old disabled girl Gong Xuanxuan became the victim of this type of typical crime. The beggar leader inhumanely cut her thigh and then forced her to earn the pity of passersby with dripping blood as a wound.

When this report was made public, it caused a big shock in the society. The criminologist Lister said that the poverty of the masses is the biggest breeding ground for crime. Although poverty is not a defense for these “begging crimes,” it is the soil that breeds them. Because of poverty, many people have to beg for a living, and this is how the phenomenon of “begging crimes” breeds.

The vagrant population has its own misfortunes. Some peasants are forced by poverty to come to the city to wander and beg because they have too many resources cut off by the scissors. The laid-off workers are another group of vagrants that has emerged in recent years and should not be underestimated in terms of numbers. Urban vagrancy is becoming a social problem that cannot be avoided and must be solved.

Crime is caused by poverty, and crime must be treated because of crime. In addition to “strict law enforcement,” the root of the problem is to improve the soil. Lister says that the best and most effective criminal policy is to improve the living conditions of the underclass.

Faced with the increasing number of urban beggars and the resulting many social problems, some city departments tried to set up a “restricted begging area”, which led to a discussion on the human rights of beggars in the community. The new Beijing newspaper commented that “for urban begging problem, Chinese society should have a discussion”, and to look at this discussion responsibly, first of all, we have to see what the basic value judgment on this issue is.

At the beginning of the Industrial Revolution in England, a large number of peasants were reduced to “vagrants. The British government confined them to “training houses” and forced them to work under torture. This radical policy was strongly criticized by human rights defenders, and led to a gradual relaxation of the restrictions on personal freedom and the introduction of the “Poor Law” and the “New Poor Law”, which eventually evolved into a modern social assistance system based on human rights. However, throughout this process of change, the basic value judgment of “not supporting the lazy” remained the same.

With intensive rhetoric, people express their human rights views on the issue of beggars. The dominant side is the one that advocates the right to beg, and one of their important reasons is that the protection of human rights should first guarantee the right to live, especially the right to live of the weak.

At the same time, the April 1 “Southern Weekend” published an article entitled “begging right is a kind of right”, issued another voice, the article said the core issue is “in the end should be for beggars to fight for the right to be human or for them to fight for the right to be beggars, in the end should be for beggars to fight for the right to beg or for them to fight for the right not to beg? ?” The article view that the right to beg can only restore those who are comfortable begging into a meticulous creature. Therefore the key is not to fight for the right to beg, but to fight for the right not to beg, by the state macro-control, create more employment opportunities, reduce the gap between the rich and poor in society, the beggar in the normal social life.

This is certainly a good idea in theory, but if it is to be put into practice, two other facts must be taken into account.

No matter how to develop production and economy to provide more jobs, the contradiction of supply exceeding demand in the labor market cannot be solved in the short term.

Secondly, among the beggars, except for a few who are forced to do so by necessity, a large number of them are “professional beggars”, such as the elderly and the disabled, who originally have no labor force, so “providing employment” is not effective for them at all. There is another group of people who have labor force, but they do not reach out to others because of the lack of jobs, but voluntarily choose to beg for a living (such as the “paralyzed village” in Anhui), which is a typical kind of “lazy man” in Chinese culture. It is obvious that “providing employment” is not appropriate for them either.

Beggars originated in the beginning of the human rich and poor division, straying from the edge of social activities, and the mainstream of discord has been a long time. The poor are getting poorer, the rich are getting richer, such a group is like a snowball rolling bigger and bigger. To use an official phrase, vagrant beggars are in and will long be in the social prosperity stage, and the reality of the living environment also decided that this term of deep historical origin is unlikely to disappear in a short time. Some sociologists say the mainstream to the edge can be tolerated to what extent, depending on the spirit of tolerance and strength of the whole society.

There is no future in vagrancy. In such an era when “human rights” are being sought everywhere, the term is proliferating, while the group of people who really need human rights attention are rarely aware of their rights, despite the fact that many people are calling out for them, they are ignorant.

Schopenhauer said that there is no end to human satisfaction, but in the eyes of a person who has only the minimum requirements for survival, what satisfaction do they require? As the saying goes, beggars will only go jealous of beggars who have begged for one more piece of bread than they have, not of millionaires. Will they still go to the extravagance of asking for the right to vote or to be elected when they are rejoicing over a piece of bread? In their choice (or forced to choose) this way of life, many rights are in fact lost.

They are in their prime, and their world should be happy and full of fantasy, but they are prematurely entering this miserable world under the control of some people. Whether they want to sell flowers or not, children are ignorant and they should not be deprived of the right to choose their lives without their knowledge.

This group of people! Where will their future go in the real world of competition? Where will they go from here? If they have a next generation, the fate of the edge may have to be passed on from generation to generation ……
